Request for Quotation [RFQ]: Appointment of Service Provider for Used Vehicle Data Management and Reporting

naamsa | The Automotive Business Council invites suitably qualified and experienced service providers to submit quotations for the appointment as the lead implementer of the Used Vehicle Data Management and Reporting Project, beginning Q1:2026. This is an industry strategic project which seeks to establish a structured system for the collection, management, processing, analysis, reporting, and safe storage of used vehicle sales data, starting and modelling with the Medium and Heavy Commercial Vehicle [MHCV] segment as Phase 1, and later expanding to the Passenger Vehicle [PAS] segment at the beginning of the third quarter this year. Used vehicle statistics are crucial because they provide a more accurate picture of the automotive market’s true health, trends, and opportunities than new vehicle sales alone. This is why naamsa is inviting experienced data management specialists to submit their proposals in response to this RFQ.

Background | Why This Project Is Important

The eligible automotive products identifiable under the APDP and APDP2, based on very specific Customs and Excise tariff codes, comprise approximate 600 tariff lines, prioritises the 150+ export destinations and 70+ countries of origin, identifies growth products and growth markets, analysis the impact of the trade arrangements on the industry’s export performance, and track the progress of the APDP and APDP2 for government and industry purposes. The annual publication is widely distributed nationally and international and in addition to website access, in the order of one million electronic copies are distributed annually to an international clientele base via various avenues. The publication has a life span of at least one year and is extensively used as a reference document by decision-makers and analysts.

This project is mission critical to naamsa because used vehicle statistics are not just numbers; they show how mobility evolves and people actually buy, own, and use cars, which is vital for manufacturers, dealers, banks, insurers, investors, and policymakers.

Scope of Work

The appointed service provider will be responsible for developing and maintaining a secure data management system. This system will competently receive, store, and process used vehicle data from OEMs and other stakeholders, including banks, dealers, and other strategic data partners both in government and across the auto value chain. The system will ensure data confidentiality, traceability, and controlled access.
