Request For Quotations For The 2022 AIEC Projects

You are hereby invited to provide a quotation/s for either or both of the two 2022 AIEC projects. 

 

The Automotive Industry Export Council (AIEC) has been established as the official source of key trade data to the automotive industry in South Africa. The eligible automotive products identifiable under the Automotive Production Development Programme (APDP) and APDP2, based on very specific Customs and Excise tariff codes for the approximate 600 tariff lines, prioritises the 150+ export destinations and 70+ countries of origin, identifies growth areas and growth markets, analysis the impact of the trade arrangements on the industry’s export performance, and track the progress of the APDP and APDP2 for government and industry purposes.  

 

The focus of the two 2022 AIEC projects, amongst others, will be to capture the detailed, updated monthly Customs statistical data and information for the automotive products eligible in terms of the APDP and APDP2. The 2022 AIEC projects, and hence the quotation/s, would therefore need to cover the following: 

1. Localisation and Export Development Matrix 2017 – 2021: 

The aim of the localisation and export development matrix 2017 – 2021 is to provide a detailed analysis of the growth in automotive parts and components imports over a five-year period linked to vehicle imports to identify potential localisation opportunities, which could result in export development opportunities for the domestic automotive industry in future. The project activities include: 

  • Obtaining, processing and analysis of detailed updated monthly Customs and Excise trade statistics of products eligible under the Automotive Production Development Programme (APDP) and APDP2 (guidelines would be provided) for five years from 2017 to 2021 in Excel spread sheets to be converted into user friendly tables and graphs which would include the following: 
  • Obtaining the monthly 2017 to 2021 Customs and Excise import data from SARS for the approximate 600 eligible APDP eight-digit tariff subheadings ranging from Chapters 39 to 98;  
  • Processing of the monthly Customs and Excise import data for the approximate 600 eight-digit tariff subheadings ranging from Chapters 39 to 98 into annual figures; 
  • Identifying and processing annual detailed import values for the relevant 263 countries of origin listed by SARS for eligible APDP passenger cars and commercial vehicles and the 33 eligible APDP component categories above an import value of R10 million for the latest year – 2021;
  • Identifying and processing annual detailed import values for the original equipment component imports under Chapter 98 by country of origin; 
  • Identifying growth products and markets in those instances where the import values have doubled for countries of origin as well as for relevant imported automotive products from 2017 to 2021; 
  • Desk top research on current developments in the South African automotive industry; 
  • Desk top research of current developments in the global automotive industry; 
  • Desk top research on automotive country features such as right-or left-hand drive country, 2021 vehicle production and vehicle sales, amongst others; 
  • Desk top research on the ease of doing business and on eliminating red tape in South Africa for businesses; 
  • Graphic design, formatting and outlay of the publication in print ready format; 
  • Providing of high-resolution images and graphs; 
  • Proof reading and editing of final document; 
  • The appointed service provider will be required to comply with BBBEE requirements, sign a non-disclosure agreement as well as sign a service level agreement with the AIEC; 
  • Time frame for project – commencing 15 April 2022 for completion by 31 August 2022. 

2. South Africa – European Union, the European Free Trade Association (EFTA) and the UK project.

The aim of the project is to provide a detailed analysis of export and import trends between South Africa and the 27-cuntry EU, 4-country EFTA and the UK and to highlight the various developments on the potential impact of new energy vehicle (NEV) transition in the region on the South African automotive industry 

  • obtaining, processing and analysis of detailed updated monthly Customs and Excise trade statistics of products eligible under the Automotive Production Development Programme (APDP) and APDP2 (guidelines would be provided) for five years from 2017 to 2021 for each of the countries in the three identified areas in Excel spread sheets to be converted into user friendly tables and graphs which would include the following: 
  • Obtaining the monthly 2017 to 2021 Customs and Excise trade data from SARS for the approximate 600 eligible APDP eight-digit tariff subheadings ranging from Chapters 39 to 98 for the identified countries and areas;  
  • Identifying growth markets for the eligible APDP component categories in those instances for which there was an increase of 5 percentage points or more between 2017 and 2021;
  • Processing of the monthly 2017 to 2021 Customs and Excise trade data for the approximate 600 eight-digit tariff subheadings ranging from Chapters 39 to 98 into annual figures for the identified countries and area; 
  • Identifying growth markets for the eligible APDP component categories in those instances for which there was an increase of 5 percentage points or more between 2017 and 2021;  
  • Identifying growth in eligible APDP vehicles and component categories to countries in those instances for which the import and export values have doubled between 2017 and 2021; 
  • Desk top research on automotive country features such as right-or left-hand drive country, 2021 vehicle production and vehicle sales, amongst others; 
  • Desk top research on national and international new energy vehicle (NEV) trends and developments relating to the identified countries and areas; 
  • Graphic design, formatting and outlay of the publication in print ready format; 
  • Providing of high-resolution images and graphs; 
  • Proof reading and editing of final document 
  • The appointed service provider will be required to comply with BBBEE requirements, sign a non-disclosure agreement as well as sign a service level agreement with the AIEC; 
  • Time frame for project – commencing 15 April 2022 for completion by 30 September 2022 

The AIEC will coordinate both projects and provide support where applicable. Please provide the AIEC with quotations for both projects by Thursday, 31 March 2022, which should include a detailed cost breakdown as well as a confirmation of the timeframe of the delivery stages of the 2022 AIEC projects as per the requirements set out above.
